Handle A pollable resource that can be added to a {@see Context}.

`BackendUnavailableException`	Thrown when the requested backend is not available on this platform.
`Context`	A set of watched handles that can be waited on for readiness.
`FailedContextInitializationException`	Thrown when the kernel polling object cannot be created.
`FailedHandleAddException`	Thrown when registering a handle with the kernel fails.
